Early in 1992, former City Mayor Adelbert W. Antonino coined the acronym SHEEP for the purpose of popularizing his major development thrusts: Shelter, Health, Education, Environment and Peace and Order.
In 1999, Mayor Antonino formulated the Computer Literacy Program (CLP) as one of the important components of the City Development Strategies (CDS), which were designed to propel the city’s development, namely: 1.) good governance, 2.) competitiveness, 3.) bankability, and 4.) livability.
Formula for adjustment to the new terrain: Think Global. Act Local.
This is the main logic why, then City Mayor Adelbert W. Antonino, upon his assumption into office, wasted no time in instituting the massive computerization of the local government bureaucracy and in tooling and/or retooling government functionaries in the field of information technology.
Thus, SHEEP-CLP was born!
